The population of the Troup County Jail stands at 371 inmates, as of 8:50am, on 8/31/11. Over the past 24 hours, the Troup County Jail has had a total of 5 bookings & 6 releases. On average, in the month of August 2011, the Troup County Jail’s Daily population was approximately 402 inmates. The total number of bookings for this month are 568, with 572 total releases.

Troup County Jail's New Law Library for Inmates




Troup County Sheriff Donny Turner proudly announces a new upgrade to the Law Library made available to Troup County Jail inmates.

United States Supreme Court rulings in 1969 and 1970 affirmed the principle that access of prisoners to the courts, for the purpose of presenting their complaints, may not be denied or obstructed; therefore, making it a constitutional right for inmates to have access to an adequate law library (comparable to that of a criminal lawyer) for seeking court remedies and assistance in preparing their petitions to the courts.

According to requirements set forth by law, inmates at the Troup County Jail will continue to be permitted to sign up for their visits to the new Law Library on a one-at-a-time basis (as in the past). Further, they will be given the opportunity to use the computer to research the hard drive only (without internet access); thereby, meeting all requirements for Georgia Standards For Adult Pretrial Detention Facilities (Chapter 17).

The Troup County Jail will be utilizing LexisNexis for this service, which provides legal research solutions for correctional facilities. The external hard drive solution gives us a cost effective alternative to providing inmates with access to case law without the obligation to devote resources to maintaining a traditional legal library. The initial cost for the system was $940.00 (purchased via inmate commissary funds). An external hard drive containing Georgia and Federal law, which will be updated as necessary (four times annually), was purchased at $1,800.00 (via drug forfeiture funds from the Troup County Sheriff’s Office).

Prior to the recent upgrade, the Law Library of the Troup County Jail was maintained in the form of hardback books containing Georgia and Federal law through Troup County’s budgeted funds. On average, $4729.75 had been spent annually (from 2008-2011) on keeping this hard-back library up-to-date (totaling = $18,919.00).

The upgrade came at no cost to Troup County citizens; and, the annual maintenance of the new system will be delivered at a savings of roughly $2,900.00 yearly.

Two Missing Racing Go-Carts


Two racing Go Carts (one is pictured here - The other is a framed cart without the fiberglass body) were allegedly taken by an unknown individual(s) from the area of 50 Priddy Road in rural Troup County. As this case continues under investigation, Sheriff Donny Turner asks that you notify the Troup County Crime Stoppers Hotline at (706)812-1000 if you should know their whereabouts. A tipster providing information leading to the discovery of the Go Carts, or to an arrest in this case, may receive a cash reward!

Arson and False Report of a Crime Arrest



PRESS RELEASE - 8/24/11

The Troup County Sheriff’s Office has made an arrest in an incident of Arson that occurred on Sunday, August 21, 2011 at approximately 12:15 am. Deputies were dispatched at that date and time to 272 Jim Turner Road (near West Point) in reference to a report of a house fire. Upon arrival Charles Duane Whited stated to Deputies that he had stepped outside his residence and walked to the top of a hill in his driveway. He reported that he noticed a light coming from a window of the vacant residence (at 272 Jim Turner Road). Whited alleged that he thought someone might have been cooking there.

He claimed that he went back inside his residence and thought nothing of the previous observation, until he smelled the odor of burning rubber. He stated that when he stepped back outside his residence (at 271 Jim Turner Road), he saw flames coming from the vacant home. At that time, he alleged that his father advised him to notify E-911.

A few hours later, Troup County Deputies were again dispatched to the area of 271 Jim Turner Road in reference to an Arson. The resident, Charles Duane Whited, reported that the inside of three vehicles at that location had been set on fire. While being questioned at the scene, Whited became belligerent and hostile toward Investigators. This behavior indicated that further questioning was necessary. After further interviews by Investigators at this Agency, Whited admitted to being responsible for starting the fires at both locations. Charles Duane Whited (age 22) has, thus, been arrested and charged with Arson (1st Degree) and the False Report of a Crime.

TCSO's Investigators Receive Reports of Possible Phone Scams



Sheriff Donny Turner and the Criminal Investigative Division of the Troup County Sheriff's Office would like to remind you that, during these tough economic times, a rise in the frequency of possible phone scams is becoming more evident.

Approximately one week ago, our CID received two separate reports from concerned citizens who stated that they had each received phone calls from various location...s in which they were asked to provide money or personal information in exchange for a larger amount of money, or rechargeable credit/money cards.

In either case, the citizen took the proper action by not giving out any further personal/banking information. Instead, the calls were reported as possible scams to the Troup County Sheriff's Office. Sheriff Turner advises you to be cautious in guarding your own personal and banking information... Especially, when dealing with telemarketers and emails or websites pertaining to internet transactions. If a deal sounds to good to be true, it most likely IS a ruse!

BVP Grant for the Troup County Sheriff's Office


The Troup County Sheriff’s Office received a Federal Grant enabling our Agency to purchase, much-needed, new bulletproof vests. The $40,000.00 Grant provides for a 50% match of reimbursement (waiver). After $19,532.50, drug forfeitures will pay for the rest. The new vests will be provided at no expense to the Troup County citizens.

The Bulletproof Vest Partnership (BVP) was created by the Bulletproof Vest Partnership Grant Act of 1998. It is a unique U.S. Department of Justice initiative; and, was designed to provide a critical resource to state and local law enforcement agencies.

Since 1999, over 13,000 jurisdictions have participated in the BVP Program, with $277 million in federal funds committed to support the purchase of an estimated 800,000 vests. The Office of Justice Programs' Bureau of Justice Assistance (BJA) administers the BVP Program.

Honor and Service Awards at the TCBoC Meeting

Today, the Troup County Board of Commissioners recognized employees for years of dedicated service. They also spotlighted acts of valor, performed on duty, by Deputy David Pasley (of the Troup County Sheriff's Office) and Firefighter/EMT Kevin Hendrix and Firefighter Rick Smith (of the Troup County Fire Department).

The latter were commended and graciously thanked on the behalf of the citizens of Troup County by the Board of Commissioners for their prompt action, and dedication to duty. These honorees truly exemplify the bravery and professionalism that we have come to expect from members of our Sheriff's Office and Fire Department.

Cocaine and Driving While Suspended Arrests on 8/12/11

On Friday morning (August 12th), at approximately 12:56am, Troup County Sheriff’...s Deputies conducting a traffic stop near the intersection of Roanoke Road (S.R. 109) and West Point Road (US Hwy 29) arrested the driver of a blue sedan for Driving While Suspended. After taking Michael Desmond Williams (age 36, of LaGrange) into custody, the passenger of the vehicle gave the Deputies consent to search his person.

A white granular substance, believed to be Cocaine, was found on the tongue of his left boot. Once the subject had removed his boot, several “rock” shaped pieces of the same type of substance was found on the insole. When questioned about the substance, the passenger (Aramis Deojoun Simpson – age 31, of LaGrange) admitted that the substance was indeed Crack Cocaine. Simpson was arrested and charged with Possession of Cocaine. A subsequent search of the vehicle resulted in no further illegal substances being found. Both subjects were, then, transported to the Troup County Jail without further incident.

Contraband Arrests at Troup County Jail

On Monday (August 11th), Troup County Sheriff’s Office Investigators made arrests in an on-going contraband smuggling case at the Troup County Jail.

Civilians arrested and charged with Prohibited Possession of Contraband by Inmates are: Rebekah Jean Yohman (age 29, of LaGrange), Duwanda Phillips (age 54, of LaGrange), Hollie Renee Martin (age 28, of LaGrange), Christy Maureen Hale (age 31, of LaGrange), Billy Joe Payne (age 50, of LaGrange) and Shamiya Wykee Patillo (age 25, of LaGrange).

Inmates who will be facing an additional charge of Prohibited Possession of Contraband by Inmates are: Wade Alan Blanks (age 24, of Hogansville), Anthony Morris Duke (age 40, of LaGrange), Toby Joe Payne (age 26, of LaGrange), Kevin Scott Williams (age 30, of West Point), Erwin Trevor Brewer (age 27, of LaGrange) and Joseph Wayne Duffey (age 29, of LaGrange).

To conclude, the following inmates are also facing the charge of Interference with Government Property for their role in this case: Wade Alan Blanks, Anthony Morris Duke and Toby Joe Payne. As the investigation continues, more charges could follow.

Man Pinned Beneath Tractor-Trailer


Man Pinned Beneath Tractor Trailer

On, or about, Monday (August 8th) at 4pm, Deputies responded to the 3000 block of State Route 18, near West Point, in reference to a subject injured while working beneath his tractor-trailer (truck).

Apparently, the man was working on the brakes of the back axle of the truck when two jacks, which were resting on gravel and lending support to the truck, gave way. The truck came to rest on the victim’s chest, restricting his flow of air.

A witness stated that he arrived to discover the victim trapped beneath the rig, and ran to a nearby neighbor’s house to call E-911. The last known contact with the victim was made at approximately 11:30am, on the same day. 

Troup County Firefighters removed the victim from beneath his truck. CPR was attempted; yet, resulted without a positive outcome. Ronnie Bullard, age 30 of Columbus, was pronounced deceased at the scene by Troup County Coroner Jeff Cook.

North View Pointe Drive Burglary & Auto Theft Arrests

Corey Dalton Cantor, age 18 of LaGrange, arrested on 8/5/11 for Burglary and Theft By Taking of a Motor Vehicle.


On Friday afternoon, August 5th, Troup County Sheriff’s Office Investigators learned that a recent Theft of an Automobile had occurred in the 200 block of North View Pointe Drive in Northern Troup County.

Further information indicated that the Theft of the 2004 Nissan 350Z could be related to a Burglary, which occurred only a few hours earlier, inside the same block of the North View Pointe neighborhood.

A witness stated that the person who took the vehicle was his roommate; and, should be returning soon. As predicted, the subject shortly returned in the stolen car. Corey Dalton Cantor (age 18, of LaGrange) was arrested at the scene without further incident, and transported to the Troup County Sheriff’s Office for questioning (in reference to the Burglary which had occurred only hours earlier).

According to his account, he and Charles Ryan Norris (age 21, of LaGrange) had discussed a residence on North View Pointe Drive in which they knew had valuables for the taking. As Cantor allegedly napped, Norris took the stolen vehicle and left; but, soon returned.
Investigators gained a consent to search Norris’ residence. The search yielded numerous hidden items that were allegedly, previously stolen from the Burglarized residence on North View Pointe Drive.

Corey Dalton Cantor is facing charges of Theft By Taking (of a Motor vehicle) and Burglary. He has since been released on bond. Charles Ryan Norris was arrested and charged with Burglary. He is presently being held in the Troup County Jail.

In the early hours of Sunday, August 7th, Troup County Sheriff’s Deputies conducting a traffic stop at the Racetrac service station on LaFayette Parkway (in LaGrange), made contact with an individual possessing an amount of Cocaine having an approximate street value of around $5,000.00.

Initially, while following a pickup truck that the subject was riding in for a short distance, Deputies noticed a... pattern of erratic driving which warranted a great deal of concern. After making the traffic stop in the parking lot of the service station, the Deputies spoke with the three occupants outside the vehicle. With consent to search the subjects granted, the Deputies located an amount of Cocaine roughly the size of a cell phone on the male occupant. A subsequent search of the vehicle resulted with no further illegal substances, or indication of illegal activities.

Deputies arrested the male occupant, Joshua LeCameron Boyd (Age 20 of Hogansville) and charged him with Trafficking Cocaine. The vehicle’s other (2) occupants were warned for driving offenses, then released from the scene without further incident.

On August 3rd and 4th, approximately 67 Law Enforcement Officers, Agents, Deputies, Investigators and Administrators from various agencies including the United States Marshals Service (15), United States Secret Service (8), Georgia Department of Corrections (Probation Division - 10), the Georgia State Bureau of Pardons and Paroles (6), the Georgia Bureau of Investigation (10), the Southeast Regional Fugitive Task Force (3) and the Troup County Sheriff’s Office (15) conducted a sex offender registry compliance operation named “Operation Storm ‘Troup’ers” throughout LaGrange, West Point and Hogansville, in Troup County.

As a result, 115 registered Sex Offenders’ addresses were successfully verified. 12 of those registered were found to have moved without giving proper notification; therefore, being non-compliant in regards to the conditions set forth within the legal limitations of their registration. Warrants are, presently, being issued for their arrests.

The Operation also culminated in an additional 11 arrests for offenses such as Probation Violations, Possession of Marijuana, a Felon in Possession of a Firearm, Assault and Failure to Appear (as scheduled in the appropriate Court). Further, three weapons and small amounts of Marijuana & Cocaine were seized during the Operation.

United States Marshals Service Senior Inspector and Sex Offender Investigations Coordinator for the Northern District of Georgia (Atlanta Division), Katrina Crouse, adds “The main goal of this operation was to conduct a show of force, law enforcement unity and cooperation in keeping a watch on the county’s sex offenders; thus, ensuring they are complying will all requirements and apprehending those who have violated state, local and federal laws. In doing so, the operation should increase public safety throughout the greater Troup County area and the State of Georgia.”

The Troup County Sheriff’s Office, presently, monitors 211 registered Sex Offenders within the Georgia Registry. Some of those offenders live at addresses provided to the Sheriff’s Office in accordance with Georgia Law. Others may be incarcerated, while some are also monitored by Probation or Parole authorities.
